| 1. | Unless otherwise specified, the maximum speed for movements against the current of traffic are the same as those specified for movements with the current of traffic up to a maximum speed of 59 MPH for passenger trains and 49 MPH for freight trains. |

Train or equipment speeds specified by rules, special instructions, signal indications, track bulletins or other means must be maintained to the extent feasible, consistent with safety, but must not be exceeded. When there is a difference in the speeds, the lowest speed will govern. |
